Tuition and fees approved by CPE for multiple campuses

At its June business meeting, the Kentucky Council on Postsecondary Education (CPE) approved tuition and mandatory fee proposals submitted by six public universities and KCTCS for the 2024-25 academic year.
Tuition ceilings previously set by the Council limit resident undergraduate tuition at public four-year institutions to increase by no more than 5% over two years or no more than 3% in any one year. Approved increases are as follows:
- Eastern Kentucky University, 1.9%
- Morehead State University, 1.9%
- Murray State University, 2%
- Western Kentucky University, 1.9%
- KCTCS, 1.6%
- University of Kentucky, 2.2%
- Northern Kentucky University, 2%
Kentucky State University’s (KSU) tuition and fees were approved at the March Council meeting. The University of Louisville (UofL) was granted a delegation of authority to allow the CPE president to approve its rates provided compliance with Council parameters, due the institution’s board meeting to discuss rates occurring after the June CPE meeting.
In other action, Elaine N. Walker was elected Council vice chair, replacing Eric Farris. Walker, of Bowling Green, is a former Kentucky Secretary of State, Commissioner of the Kentucky Department of Parks, and served as the 29th mayor of Bowling Green. Walker’s term on the Council ends Dec. 31, 2026.
Lindsey Case, of Louisa, was sworn in as a new Council member. She is a high school teacher in Lawrence County specializing in aviation and preparing students to become pilots. Case’s term expires at the end of 2029.
Several new academic programs were approved by the Council, including:
- University of Kentucky, Bachelor of Arts in law and justice
- Murray State University, Master of Science in economic analytics
- Murray State University, Master of Science in accountancy and analytics
- Murray State University, Education Specialist in school psychology
- Northern Kentucky University, Bachelor of Arts in special education
- Kentucky State University, Bachelor of Science in biological and agricultural engineering
- Kentucky State University, Bachelor of Science in manufacturing engineering technology
- Kentucky State University, Bachelor of Science in cybersecurity
The Council also approved deadline revisions and substantive changes to monthly and quarterly objectives for the KSU management and improvement plan, as well as revisions to the Council bylaws related to attendance and committee participation. Information items of note included the 2023 annual report of the diversity, equity and inclusion plan; a mid-term review of the statewide strategic agenda; and the 2023-24 agency review.
Committee appointments were made to Council committees, including:
- Walker to the Executive Committee, effective June 21, 2024.
- Jake Brown to the Executive Committee, effective April 1, 2024.
- Timothy Gaillard to the Healthcare Workforce Investment Fund Steering Committee, effective May 15, 2024, to replace Amy Mitchell, who resigned in early May.
- Lindsey Case to the Finance Committee.
In other business, the Council:
- Received reports from CPE President Aaron Thompson, interim Department of Education Commissioner Robin Kinney and Council student member, Chloe Marstiller.
- Heard reports from the Academic and Strategic Initiatives Committee, Executive Committee, Finance Committee and Committee on Equal Opportunities.
- Heard a presentation about dual credit’s effect on matriculation, success and completion from CPE’s data team.
- Reviewed Good News reports submitted by Kentucky’s public and AIKCU campuses.
